After all kinds of scripts, GPO testing, etc, I finally found where it was set in our Kaspersky Security center. First thing I noticed is that it reports the WSUS server address as http://127.0.0.1:1550 which is obviously not correct. I looked in eventvwr and I can find where it lists it as a policy to be applied and then I see it in a "Starting Registry Extension Processing" event. See result I checked the settings that were applied via rsop.msc.
